Connecticut Paid Leave

State Plan Details


The CT Family and Medical Leave Act provides eligible employees with job-protected leave. Eligible workers will get unpaid leave time but maintain job security. 

What qualifying events could a worker use leave for?

  • The birth of a child and care within the first year after birth;
  • The placement of a child with employee for adoption or foster care and care for child within the first year after placement;
  • To care for a family member with a serious health condition;
  • Because of the employee’s own serious health condition;
  • To serve as an organ or bone marrow donor;
  • To address qualifying exigencies arising from a spouse, son, daughter or parent’s active duty service in the armed forces; or
  • To care for a spouse, son, daughter, parent or next of kin with a serious injury or illness incurred on active duty in the armed forces.

Private Plans 


In Connecticut, employers have the option to provide a private Paid Family and Medical Leave (PFML) plan as an alternative to the state's public program. To opt out of the state plan in favor of a private plan, employers must adhere to the following requirements:


  • Plan Equivalence: The private plan must offer benefits that are at least equal to or better than those provided by the Connecticut Paid Leave (CTPL) program. This includes matching the duration, monetary benefits, and qualifying reasons for leave as stipulated by the state.


  • Employee Approval: A majority of the employer's Connecticut-based employees must approve the adoption of the private plan. This is typically achieved through a formal voting process where employees are informed about the details of the private plan and then cast their votes.


  • Plan Approval: The employer must submit the private plan to the CT Paid Leave Authority for approval. The submission should include comprehensive details of the plan, evidence of employee approval, and any other required documentation. The CT Paid Leave Authority will review the submission to ensure compliance with state regulations.

It's important to note that individual employees cannot opt out of the Connecticut Paid Leave program; the option to implement a private plan is available only to employers.


Employers considering a private plan should ensure it meets all statutory requirements and provides equivalent or superior benefits compared to the state program. Additionally, they must secure the necessary employee consent and obtain formal approval from the CT Paid Leave Authority before implementation.
